Trump to Sign Bill Impacting Federal Employees

On Monday, August 13th, President Trump will visit Fort Drum to sign the National Defense Authorization Act for Fiscal Year 2019. The bill includes several government-wide personnel provisions. The General Services Administration will extend its pilot telework program until December 31, 2020. The pilot telework program authorizes agencies to pay, with certain restrictions, necessary travel expenses for employees participating in a telework program. Also, agencies will be able to use direct hire authority for college and post-secondary students. This authority allows agencies to fill vacancies in specific occupations, grade levels, and locations when it can be proven that there is a critical hiring need or a severe shortage of candidates. View the text of the bill here.

A coalition of 54 environmental and civic groups as well as several unions, including NTEU, assembled outside EPA headquarters today to let EPA employees know that they support their efforts, and decry recent attacks on science, federal employees, and the environment.

As a really nice thank-you, they also passed out tasty cookies and delicious Ben and Jerry's ice cream. Yum!

First Amendment Rights of Federal Employees

NTEU Chapter 280 and AFGE Local 3331 are jointly sponsoring a "Lunch & Learn" presentation on the First Amendment Rights of Federal Employees. Our keynote speaker is Jeff Ruch of Public Employees for Environmental Responsibility (PEER). Jeff is the Executive Director of PEER and an attorney with expertise in federal First Amendment rights. We'll cover social media, talking to the press, and publicly discussing what you know as an EPA employee.

We know many of you have been concerned about what you can and cannot say in the new administration. Bring your lunch and find out!
